Inventory Management Specialist (Network Non-Expendable Manager)

You will serve as a senior non-expendable management specialist utilizing expert knowledge of life cycle management to administer an equipment management program for a VA Health Care System that spans across multiple hospitals, numerous community-based outpatient clinics and other health care activities dispersed over a large geographic catchment area. This involves the design and conduct of complex, far-reaching life cycle management studies that cut across VA and, in some cases, includes extensive coordination with external agencies. The boundaries of these studies are very broad and require extensive knowledge of advanced data analysis techniques, tools, systems, and statistical analysis to develop a cohesive and integrated life cycle management chain that meets the needs of the customer, and ultimately, the Veteran. Duties include, but are not limited to:
Providing oversight, guidance, program management and leadership in operations and planning activities for asset management programs. Analyzing Logistics data for field facilities and ensure appropriate action and follow-up measures are taken to correct and sustain. Ensuring best practices are disseminated as appropriate, utilizing continuous quality improvement principles and practices such as Lean Six Sigma or comparable. Evaluating the efficiency or effectiveness of organizational programs, projects, or operations. Recommending improvements or solutions to problems, or determining appropriate actions. Providing program management responsibilities for facilities' equipment standardization program. Ensuring integration and alignment with national equipment standardization and acquisition of equipment and services to accomplish the VISN's core mission of delivering health care and patient safety. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-12 that provided the ability to perform the work of the Inventory Management Specialist at the GS-13 grade level. Required experience would include, but not be limited to:
Work requiring knowledge of, and skill in applying, Federal Acquisition Regulations, VA Acquisition Regulations, Federal Property Management Regulations and inventory management policies and directives. Monitoring and managing the performance and measurement of all aspects of equipment standardization activities (including requirements determination, acquisition planning/coordination/oversight, purchasing, distribution, tracking). Serving as an expert/consultant in non-expendable logistical support. Participating on national workgroups that are established to improve equipment standardization operations, systems and policies at the local, regional or national levels. Implementing operational or program plans to meet logistics objectives. Providing technical advice; evaluating the efficiency or effectiveness of organizational logistics programs, etc. Forecasting of Budget, managing and controlling all inventory transactions. Physical Requirements:
The work of the Inventory Management Specialist is mostly sedentary. There is a moderate amount of walking involved, with infrequent bending, lifting, and, stooping. The incumbent's vision should be sufficient to read from a computer screen for extended periods without excessive fatigue. Prolonged use of computer keyboard for data entry is required. The majority of the work is performed in a traditional office setting. The position requires occasional travel by car, train or other mode of public transportation.
