Physician (V16 Rehabilitation & Extended Care Clinical Service Line Lead)

Under general direction of the VISN Chief Medical Officer, the Rehabilitation and Extended Care (R&EC) Clinical Service Line Lead will perform the following duties:
Developing, implementing, and sustaining a network-wide and standardized approach to the delivery of quality programs under the R&EC Clinical Service Line, including but not limited to:
Geriatrics Hospice and Palliative Care Nursing Home Care Programs, Non-Institutional Care, and Community-Based Care Spinal Cord Injury Traumatic Brain Injury Polytrauma Low Vision/Blind Rehabilitation Physical, Occupational, Speech, and Recreational Therapies Audiology Directing the VISN 16 R&EC growth, quality, and compliance. Reporting program updates of all R&EC programs to the VISN 16 Executive Leadership Council. Has direct responsibility to provide innovative leadership for a cultural transformation to the product line configuration. Developing, managing and coordinating VISN-wide R&EC programs in accordance with VHA directives, VHA Handbooks, and VHA regulatory requirements. Maintaining active interface with VHA's Geriatrics and Extended Care (GEC), Rehabilitation, and Hospice and Palliative Care Program Offices to ensure compliance with national goals and initiatives. Providing guidance, direction and consultation to all R&EC programs at each VISN 16 facilities to ensure reliable and high-quality care through virtual and face to face contacts and establishes VISN goals in support of the Network Director Performance Plan. Assisting R&EC leaders and staff in identifying and solving clinical and administrative issues and barriers at their sites. Ensuring the monitoring of quality improvement data for all R&EC programs at all VISN 16 facilities. Ensures implementation of VISN and site-specific action plans for continuous performance improvement. Directing the continuous measurement of the quality of care provided by the GEC Staff. Ensuring the GEC ability to meet standards issued by various accrediting and regulatory groups and VA Headquarters. Planning, coordinating, and implementing quality product through analysis and evaluation of multiple methods and tools that measure quality such as Network Performance Measures, Baldridge Criteria, JCAHO standards, NCQA standards, and Network and organizational performance tools (such as CLC Compare). Reviewing and reporting measurable outcomes for R&EC programs. Encouraging and stimulating program improvement by making available the best practices and current knowledge among the VISN 16 facilities, VACO, and private sector. Reporting long-range and short-range planning guidance for R&EC. Oversees the implementation of strategic and operational targets. Supporting the VISN 16 State Hospice Veteran Partnerships (HVP) by maintaining active interface with VISN 16 State Hospice and Palliative Care Organizations. Reporting trends and changes in related policies, programs, objectives and procedures of VHA to determine impact on development and implementation on R&EC programs. Representing the R&EC Service Line as a voting member of the Executive Leadership Council. Determining the level of effectiveness of R&EC programs and their utilization through feedback meetings with the sites, on-site surveys, annual reports, off-line reporting requirements, accreditation visits, staff and technical assistance visits. Providing technical assistance, policy interpretations and consultation on all aspects of R&EC programs program through guidance materials, training workshops, on-site visits and verbal or written communication to the field. Maintaining active interface with the Little Rock GRECC, providing guidance and direction, and ensuring VISN-wide utilization of GRECC resources. Representing the VISN 16 R&EC in national VHA and external workgroups, meetings, conferences, and accreditation visits. Works collaboratively with various VISN 16 Program Managers in achieving successful outcomes. Work Schedule:

United States Citizenship:
Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed. Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. Completion of residency training, or its equivalent, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. Experience:
Demonstrated health care management experience at the VISN, Chief of Staff, or Service Chief level. Excellent leadership skills as determined by previous experience and performance Willingness and ability to travel within and outside the VISN as necessary Board Certification in Family Medicine or Internal Medicine. Subspecialty board certification in Geriatrics or Hospice and Palliative Medicine, or proof of equivalent experience. Ability to work in a highly matrixed organization which supports consensus decision-making processes. Reference:

The work of the position is mostly sedentary. There is a moderate amount of walking involved, with infrequent bending, lifting, and, stooping. The incumbent's vision should be sufficient to read from a computer screen for extended periods without excessive fatigue. Prolonged use of computer keyboard for data entry is required. The majority of the work is performed in a traditional office setting.
