Public Affairs Specialist (Communication Manager)

This is a re-announcement of the Communications Manager position. Previous applicants must re-apply to received consideration. The position serves as the South Central VA Health Care Network (SCVAHCN) Communications Manager and reports to the VISN 16 Deputy Network Director. The Communications Manager is responsible for internal and external communications, and serves as the Networks most expert practitioner on messaging, image, and public relations. The Communication Manager serves as the Congressional & Veteran Service Organization (VSO) Liaison, as well as the Veteran Advocate by analyzing, evaluating, and advising stakeholders on Veteran related issues. Duties of the Communication Manger include, but are not limited to:
Providing oversight for the public affairs and communications program within the Network. Responsible for primary planning, designing, and executing a program to inform and educate the general and special publics about the organization's programs, activities and services. Developing and disseminating management reports, provides public relations and consumer affairs system oversight for the Network office and all Network component sites. Overseeing the development and maintenance of a public relations/communications training and performance measure information system. Coordinating and monitoring consumer affairs activities with non-VA governmental entities at local, state and national levels. Facilitating communication with external and internal stakeholders and monitors the critical elements of Network public relations performance. Serving as VISN 16 Veterans Advisory Board (VAB) Chairperson and is responsible for coordination and review of processes and procedures that are addressed by the Board. Facilitating Board of Veterans Appeals and/or United States Court of Appeals for Veteran's claim requests for expedited remanded actions from the Appeals Management Center with VISN 16 Health Care Network facilities. Superior knowledge of, and mastery of the principles, methods, practices and techniques of communication and customer service to function as a professional technical authority within the Veterans Health Administration (VHA) to implement and manage a comprehensive Public Affairs program/initiatives. Experience:
Applicants must have One year of progressively responsible managerial/administrative, specialized experience in public affairs and management/program analysis equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. This type of specialized experience would have provided extensive, comprehensive, and specialized knowledge and skills in applying, analyzing, and interpreting federal laws, VA regulations related to public/consumer affairs regarding medical benefits for Veterans, health care system policies, procedures, governance structure, medical terminology, services available, capabilities of Health Care Systems and their clinics. Examples of this experience would include:
Implementing and managing comprehensive Public Affairs program/initiatives. Independently handling a wide range of difficult contracts/encounters and complex situations, including eligibility and enrollment determination on all types of Veterans' benefit issues. Preparing speeches and written correspondence for Senior Leadership. Making critical decisions concerning investigations and resolutions of stakeholders, Veterans Service Organizations, and elected and appointed officials complaints in a timely manner. Interacting with Network Staff, health care system leadership and staff, elected and appointed officials, and the general public to assure program effectiveness. Participating in media events, congressional summits, state conferences, Veteran Service Organization conferences/workshops, to include the presentation of approved briefings and speeches. Physical Requirements:
The work of the Public Affairs Specialist is mostly sedentary. There is a moderate amount of walking involved, with infrequent bending, lifting, and, stooping. The incumbent's vision should be sufficient to read from a computer screen for extended periods without excessive fatigue. Prolonged use of computer keyboard for data entry is required. The majority of the work is performed in a traditional office setting. The position requires occasional travel by car, train or other mode of public transportation. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
